Dr Noe's area of expertise is school law and public policy,
she teaches the following graduate and doctoral level
courses:  School Law and Public Policy, the
Superintendency, and Legal Aspects of Education courses online. 

Degree:
J.D. from Southern Illinois University at Carbondale School of  Law in 1999; Ph.D. from Illinois State University in Education Administration and Research and Foundations in 1989; Ms.Ed. from Illinois State University in Education Administration and Foundations in 1980; B.A. from Eureka College in Mathematics and History Education in 1971                   

School Leadership Experience:
Dr. Noe's professional experience includes a variety of positions in public and private institutions in Illinois. Her elementary and secondary educational experience includes teaching mathematics and language arts at the junior high level at St. Philomena’s Catholic School in Peoria for one year and teaching mathematics at Limestone High School in Peoria County in Illinois for six years.  At Limestone she also served as a dean of students and a division chairperson for seven years and director of curriculum and personnel for five years.  She was a superintendent at Elmwood Unit District for four years and at Bourbonnais Elementary for two years.  As a Superintendent she provided leadership for participation with a nationally-recognized school reform movements, Essential Schools and Accelerated Schools, conducted researched based strategic planning, passed a tax referendum increase in the education fund, negotiated employment contracts, and supervised major building renovation and new construction projects, and initiated many site based leadership and shared decision making strategies for teachers and staff. Her professional experience includes experience working with children with disabilities.  

Research Interests:
Dr. Noe's interests in school law include civil rights, employment law, labor law, health law, mediation and arbitration.  She is a frequent presenter at national, state, and local conferences on education law and public policy.  She is also active in professional associations in both education and law, and is am licensed to practice law in Illinois.  She is a member of the Education Law Section Council for the Illinois State Bar Association and is serving on two state commissions: the State Action for Educational Leadership Project and the Illinois Commission to Revise the School Code.
